Libur Imlek, PNS ke Luar Kota Bisa Dikenakan Sanksi
INFOKA.ID – Aparatur sipil negara (ASN) atau pegawai negeri sipil (PNS) yang bepergian saat libur panjang Hari Raya Imlek 11-14 Februari bakal diberikan sanksi.
Ketentuan itu tertuang dalam Surat Edaran Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan RB) Nomor 4 Tahun 2021 guna mencegah penularan virus corona (Covid-19).
“Apabila terdapat pegawai aparatur sipil negara yang melanggar hal tersebut, maka yang bersangkutan diberikan hukuman disiplin sebagaimana diatur dalam Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil dan Peraturan Pemerintah Nomor 49 Tahun 2018 tentang Manajemen Pegawai Pemerintah dengan Perjanjian Kerja,” mengutip salinan surat yang ditandatangani Menpan RB Tjahjo Kumolo.

Meski begitu, pemerintah tidak melarang sepenuhnya ASN untuk pergi ke kuar kota. ASN bisa tetap ke luar kota jika dalam keadaan terpaksa. ASN itu juga wajib mendapat izin tertulis dari Pejabat Pembina Kepegawaian di instansi masing-masing.
Pemerintah menekankan empat hal bagi ASN yang dikecualikan itu. Pertama, ASN harus memerhatikan zonasi risiko penyebaran Covid-19 yang ditetapkan Satgas Penanganan Covid-19.
Lalu, ASN harus memperhatikan aturan pemerintah di daerah tujuan soal pembatasan keluar-masuk orang. Ketiga, ASN juga harus memperhatikan protokol perjalanan yang ditetapkan pemerintah.
“Memperhatikan protokol kesehatan yang ditetapkan oleh Kementerian Kesehatan,” bunyi hal keempat yang harus diperhatikan ASN.
Surat itu juga berisi imbauan kepada seluruh ASN agar menerapkan perilaku hidup bersih dan sehat. ASN diharapkan menerapkan 5M, yaitu menggunakan masker dengan benar, mencuci tangan, menjaga jarak, menjauhi kerumunan, dan membatasi mobilitas.

Sebelumnya, penularan Covid-19 selalu meningkat usai libur panjang. Misalnya, kasus Covid-19 pecah rekor di angka 5.444 kasus sehari pada 13 November 2020. Tanggal itu kurang lebih dua pekan usai libur panjang 28 Oktober-1 November.
Lonjakan kasus juga terjadi awal tahun ini. Kasus Covid-19 bahkan melampaui angka 1 juta kasus. Pemerintah dan Satgas selalu mengaitkannya dengan mobilitas warga saat liburan Natal dan Tahun Baru. (*)
