Tiga Tahun Melayani, Tiga Direksi PDAM Karawang Siap Wujudkan Target 100 Ribu Pelanggan
KARAWANG – Terasa spesial di bulan Agustus 2021 ini, selain merupakan HUT Kemerdekaan RI yang ke-76, bagi PDAM Tirta Tarum Karawang juga ditandai dengan perubahan status dari PDAM menjadi PERUMDAM (Perusahaan Umum Daerah Air Minum) Tirta Tarum Karawang, dan semakin spesial bersamaan dengan masa 3 tahun kepemimpinan trio Direksi.
Selama 3 tahun kepemimpinan direksi sejak Agustus 2018 merupakan tonggak sejarah bagi kebangkitan PDAM Tirta Tarum Karawang menuju PERUMDAM yang baik dan sehat secara akuntabel berdasarkan audit KAP maupun BPKP.
Memasuki tahun kedua badai pandemi covid-19 tak menggoyahkan nilai perusahaan sebagai perusahaan yang sehat dan baik berdasarkan kategori Permendagri 47/1999 maupun KemenPUPR. Ini merupakan hal yang patut disyukuri ditengah badai covid-19 banyak perusahaan yang menurun kinerjanya, bahkan bangkrut atau kolaps.
Transformasi & Inovasi
Memimpin PDAM di masa transisi adalah hal yang tidak mudah, apalagi ditengah berbagai masalah dan sejarah masa lalu yang cukup memprihatinkan. Namun dengan semangat kerja keras, kerja cerdas, kerja ikhlas, kerja berkualitas dan kerja tuntas (5 as) maka langkah awal yang dilakukan adalah transformasi (hijrah) PDAM dari birokrasi menjadi korporasi, dari dilayani menjadi melayani dan dari tidak diperhitungkan menjadi excellent.
Konsekwensi dari transformasi ini adalah berubah dari zona nyaman menjadi zona penuh tantangan, dari pasif menjadi pro aktif, dari menunggu menjadi menjemput bola dan dari kondisi gaduh menjadi teduh.
Dengan tagline BEST (Berikan Service Terbaik!) sebagai motto dalam menjalankan pelayanan publik khususnya dalam bidang air minum ini mulai nampak bahwa PDAM Tirta Tarum akan menjadi PDAM besar dalam waktu dekat. Tekadnya mewujudkan PDAM besar dengan 100 ribu pelanggan hingga kini telah tercapai hampir 96 ribu lebih.
Meskipun tahun ini tak bisa ikut program hibah air minum MBR 2021, tetapi dengan inovasi program AMK (Air Minum Perkotaan) Mandiri, PSBB (Promo Seru Bayar Bertahap), dan PROKES (Promo Kepemilikan Sambungan Rumah) dan program lainnya dapat menggenjot target hingga akhir tahun 2021.
Dalam hal capaian menuju 4 K (Kuantitas, Kualitas, Kontinyuitas dan Keterjangkauan), maka berbagai terobosan telah dilakukan, meskipun tidak mendapatkan hibah MBR 2021, tetapi PDAM Tirta Tarum berhasil menggandeng USAID IUWASH PLUS SECO serta water.org dalam meningkatkan capacity building dan technical assistance khususnya dalam bidang peningkatan efisiensi energy dan penurunan NRW (kebocoran).
Sebagai contoh efisiensi penggunaan sistem perpompaan baru kapasitas 300 liter/detik dengan optimalisasi pipa induk 500 mm ke 800 mm di instalasi cabang Karawang telah menjadi terobosan bidang teknik yang selama tiga dasa warsa lebih belum direhabilitasi.
Tantangan
Menyandang status baru sebagai PERUMDAM Tirta Tarum masih banyak menghadapi tantangan di masa mendatang. Agresivitas penambahan pelanggan selama 3 tahun terakhir dengan peningkatan lebih dari 33% jumlah pelanggan berimplikasi pada kebutuhan sumber baru water treatment plant (WTP) untuk memenuhi kebutuhan masyarakat yang semakin tinggi, termasuk jaringan perpipaan yang mulai usang termakan usia.
Bagaimanapun pelayanan publik harus tetap berjalan meskipun dengan berbagai langkah yang out of the box, misalnya dengan kerjasama ataupun membangun WTP baru.
Apapun tantangannya, selama 3 tahun terakhir direksi telah membuktikan bahwa PDAM telah bangkit menuju era pelayanan publik yang lebih baik, professional dan memberikan kontribusi kepada Pemerintah Daerah.
Semoga kebangkitan PDAM Karawang ini akan terus menuju kejayaan baik bagi Pemda, Pelanggan maupun masyarakat Karawang. (rls)
