Sekda Jabar: Ekraf Bisa Jadi Mesin Pemulihan Ekonomi di Jabar
INFOKA.ID – Ekonomi kreatif (ekraf) digadang bisa menjadi salah satu mesin pemulihan ekonomi Jawa Barat pada 2021.
Geliat sektor ini bakal berkontribusi besar terhadap perekonomian Jabar yang sempat terpuruk karena pandemi Covid-19. Apalagi, Jabar merupakan provinsi terdepan dalam pengembangan ekraf.
Dilansir dari Bisnis.com, berdasarkan data Badan Pusat Statistik (BPS) pada 2016, kontribusi Produk Domestik Regional Bruto (PDRB) ekraf Jabar mencapai Rp191,3 triliun atau 20,73 persen dari total Produk Domestik Bruto (PDB) ekraf nasional.
Kontribusi ekspor ekraf Jabar mencapai US$6,38 juta atau 31,93 persen dari total ekspor ekraf nasional. Jumlah usaha ekraf yang bergerak di Jabar mencapai 1,5 juta unit dengan menyerap tenaga kerja sekitar 3,8 juta.
Sekretaris Daerah (Sekda) Provinsi Jabar Setiawan Wangsaatmaja menyatakan, untuk bertahan dan tumbuh di tengah pandemi Covid-19, pelaku usaha kreatif dituntut beradaptasi. Adaptasi mesti dimulai dari kajian dan pendataan yang komprehensif.
“Inovasi dalam strategi dan kebijakan akan menjadi efektif bila didasari oleh kajian dan pendataan ekonomi kreatif yang baik. Masa pandemi ini memperlihatkan betapa lemahnya kita dalam hal data,” kata Setiawan, Minggu (3/1/2021).
Setiawan pun berharap Komite Ekonomi Kreatif dan Inovasi (KREASI) Jabar, yang dibentuk di tengah pandemi Covid-19, dapat melahirkan inovasi sebagai solusi permasalahan ekraf di Jabar.
“KREASI Jabar harus dapat menghadirkan solusi bagi permasalahan ekonomi yang timbul di masa pandemi ini lewat kolaborasi dengan Disparbud (Dinas Pariwisata dan Kebudayaan Jabar) dan OPD (Organisasi Perangkat Daerah) lain yang terkait dengan ekraf,” ucapnya.
Kepala Disparbud Jabar Dedi Taufik mengatakan, pihaknya sudah melakukan kajian dan pendataan ekraf dengan cukup komprehensif. Salah satunya mencatat pelaku usaha kreatif yang terdampak pandemi Covid-19.
“Kami telah mencatat terdapat 14.991 pelaku ekonomi kreatif di Jawa Barat yang terkena dampak dari pandemi Covid-19. Para pelaku ini menjadi sasaran dari Disparbud Jabar dalam menjalankan program-program ekonomi kreatif seperti Ekraf Film Festival, Gelar Produk Ekonomi Kreatif (GEKRAF), dan Virtual Talkshow,” kata Dedi.
Guna memperkuat data ekraf, menurut Dedi, Disparbud Jabar menyusun buku Infografis Ekonomi Kreatif Jawa Barat, Katalog Produk Ekonomi Kreatif Jawa Barat, dan mendukung pembuatan buku Peluang dan Rekomendasi Pengembangan Ekonomi Kreatif (PROSPEK) Jawa Barat oleh KREASI Jabar. Buku tersebut disusun berdasarkan hasil kajian dan pendataan yang dilakukan Disparbud Jabar.
Setiap buku memiliki fokus konten yang berbeda-beda. Buku Infografis Ekonomi Kreatif berfokus pada potensi subsektor unggulan ekonomi kreatif setiap kota dan kabupaten di Jabar, terutama dari aspek jumlah pelaku usaha dan kontribusi ekonomi.
Sedangkan, Buku Katalog Produk Ekonomi Kreatif berfokus pada karya atau usaha kreatif unggulan setiap kota dan kabupaten di Jabar. Sementara itu, Buku PROSPEK berfokus pada rekomendasi pengembangan ekraf Jabar kedepannya dan jaringan orang kreatif di Jabar dalam bentuk Dinding Bakat (Talent Wall).
Selain kajian dan pendataan, sepanjang 2020, Disparbud Jabar telah berkolaborasi dalam berbagai program dengan KREASI Jabar, di antaranya program pengembangan kapasitas (GEKRAF, Virtual Talkshow), pengembangan jaringan ekosistem ekonomi kreatif Jawa Barat (KREATIFORUM), peningkatan akses pembiayaan (UDUNAN) dan persiapan aktivasi Creative Center.
KREASI Jabar sendiri memiliki beberapa program mandiri terutama terkait pengembangan kapasitas seperti Waktu Kunjung Pakar (Wakunjar) dan Kelas Kreasi.
Publikasi ketiga buku hasil kajian ekraf diharapkan dapat menjadi masukan dan penguatan untuk semua program yang sudah berjalan dengan baik di tahun 2020 dan melahirkan program-program baru yang inovatif dan tepat sasaran di tahun 2021. Tujuannya agar dapat memberikan dampak yang lebih luas dalam pemulihan ekonomi.
Terdapat sejumlah program yang akan didorong pada 2021, antara lain: Aktivasi Creative Center di Bogor dan Cirebon sebagai wadah aktivitas kreatif, pengembangan jaringan dan pasar, dan pengembangan kapasitas, dan program adaptasi dan digitalisasi usaha kreatif agar dapat tetap bertumbuh (ICALAN atau Inovasi Cara Penjualan).
